Arizona rules

The Arizona payroll rules we build into every run

Arizona has its own withholding, unemployment, wage and leave rules, and two cities with their own minimum wage. Here is what your payroll has to follow in 2026.

Arizona ruleWhat it means for your payrollSource
Income tax withholding (ADOR)Each employee elects a withholding percentage on Arizona Form A-4, from 0.5% to 3.5% of gross taxable wages for 2026. If a new hire has not turned in an A-4 within 5 days, you withhold 2.0%. Once ADOR registers you, your federal EIN is your Arizona withholding ID.Source 1 Source 2 Source 3
Unemployment insurance (DES)New employers pay 2.0% on the first $8,000 of each employee's wages in 2026, for at least two calendar years. Wages are reported every quarter, including officers of a corporation.Source 4 Source 5 Source 7
Minimum wageArizona's minimum wage is $15.15 an hour from January 1, 2026. Employers may pay tipped employees up to $3.00 an hour less if tips bring them to at least the minimum wage for all hours worked.Source 8
Tucson and FlagstaffBoth cities set their own, higher rates. Tucson is $15.45 an hour in 2026 for employees who work at least 5 hours per pay cycle in the city. Flagstaff is $18.35 an hour in 2026, with no reduced rate for tipped employees.Source 9 Source 10
Earned paid sick timeEmployees earn at least 1 hour of paid sick time for every 30 hours worked. Employers with fewer than 15 employees can cap use at 24 hours a year; with 15 or more, at 40 hours.Source 11
New hire reportingReport every new hire, rehire and returning employee to the Arizona New Hire Reporting Center within 20 days.Source 12 Source 13
PaydaysSet two or more fixed paydays each month, not more than 16 days apart.Source 14
Final payAn employee who is discharged is paid within 7 working days or by the end of the next regular pay period, whichever is sooner. An employee who quits is paid by the regular payday for that pay period.Source 15
Workers' compensationAn employer that regularly employs workers in its usual business must carry workers' compensation insurance, however few the workers.Source 16

Registration

Adding your first Arizona employee

Arizona starts both state payroll accounts with one form, the Arizona Joint Tax Application (Form JT-1). ADOR registers you for withholding and passes the application to DES for unemployment insurance. An owner, partner, managing member or corporate officer has to sign it.

A dedicated tax manager prepares the JT-1, gets it to the right person for signature and stays on ADOR and DES until both accounts are open, so you are not checking a status page or waiting on a chatbot. That is the difference between hands-on registration from a real person and an automated registration service. Registration in your home state is included in our S corp payroll package. On its own, or for any additional state, pricing depends on the states and accounts involved, and we'll quote it on a quick consultation.

Want to see every step first? Read our Arizona payroll tax registration guide, which walks through the JT-1, what each agency sends back and the first filings.

Cost

What outsourced payroll costs in Arizona

Managed payroll pricing depends on how many people you pay, how often you run payroll, how many states you run it in and whether you need new state accounts. We'll quote it on a quick consultation based on your payroll, and our goal is to beat the cost of hiring an in-house employee. The consultation is free.

Arizona registration is quoted the same way, based on the accounts involved, and solo S corp owners can see what the S corp payroll package includes.

Where we work

Serving employers across Arizona

We run payroll for Arizona employers statewide, including businesses in Phoenix, Mesa, Chandler, Scottsdale, Gilbert, Tempe, Tucson and Flagstaff, and companies based in other states with employees in Arizona. The work happens inside your payroll system, so we do not need to be across the street to run it well.

Running payroll in more than one state? We manage state tax registrations and filings in every jurisdiction where you have employees, whether that is 5 states or 50.

Client words

What our clients say

“Nothing but praise for the team at Pay Advisors.”

“They came in and supported our 6x Inc. 5000 Fastest Growing Company at just the right time and helped us bridge the gap between a patchwork quilt of outside vendors to eventual in house staff when it comes to payroll, HR, benefits, etc.”

Arizona payroll questions

Do we have to switch payroll systems?

No. We run your Arizona payroll inside the system you already use, including ADP, Paychex and QuickBooks.

Can you register our business with ADOR and DES?

Yes. A dedicated tax manager prepares your Arizona Joint Tax Application (JT-1) for signature and follows up with ADOR and DES until each account number is issued. Registration in your home state is included in our S corp payroll package. On its own, or for any additional state, pricing depends on the states and accounts involved, and we'll quote it on a quick consultation.

How much do outsourced payroll services cost in Arizona?

It depends on headcount, pay frequency, the number of states and whether you need registrations. We'll quote it on a quick consultation based on your payroll, and Arizona registration pricing depends on the accounts involved. The consultation is free.

Is a paid payroll compliance service worth it for a small business in Arizona?

It is worth a look if no one on your team owns the Arizona dates. ADOR expects a withholding return every quarter, even with zero withholding, DES expects a quarterly wage report, and new hires must be reported within 20 days. A managed service takes those dates off your plate.

Do you handle employees in Tucson or Flagstaff?

Yes. Both cities set minimum wages above the state rate for 2026: $15.45 an hour in Tucson and $18.35 an hour in Flagstaff, compared with $15.15 statewide. We set pay rates by where the work happens.

We are based in another state. Can you run payroll for our Arizona employees?

Yes. We handle multi-state payroll, including Arizona withholding and unemployment accounts, whether you have employees in 5 states or 50.

What happens if our payroll person leaves mid-cycle?

Our team can step in at a moment's notice so payroll continues without interruption. See Emergency Payroll Support.

Is this tax advice?

No. This page explains how we run Arizona payroll and summarizes official ADOR, DES, Industrial Commission of Arizona, statute and city sources. For advice on your own situation, talk to your CPA or tax advisor.
