Quick answer

Indiana payroll tax registration at a glance

Indiana runs payroll registration through two agencies. The Department of Workforce Development (DWD) handles unemployment insurance (SUTA) in Uplink Employer Self Service, and the Department of Revenue (DOR) handles state and county income tax withholding, registered through INBiz.

Most new employers pay a 2.5% SUTA rate on the first $9,500 of each employee's wages for their first four calendar years. Withholding combines the 2026 state rate of 2.95% with a county rate for each employee.

Registration steps

How to register in Indiana

EIN first, then INBiz and Uplink.

  1. Get your EIN first. DOR requires a federal Employer Identification Number to register for withholding.
  2. Register for withholding through INBiz, the state business registration portal used for employee withholding.
  3. Register with DWD in Uplink ESS after your first Indiana payroll is issued. Do not wait until the first quarterly report is due.
  4. Collect Form WH-4 from each new employee so you know the exemptions and the county they live and work in.
  5. Report new hires within 20 days of each hire or rehire date.

Prepare

What to collect first

County details matter most.

  • A federal EIN
  • The date of your first Indiana payroll
  • Each employee's county of residence on January 1, or Indiana county of work if they live out of state
  • Expected average monthly withholding, which sets your WH-1 schedule
  • The 2026 county rates from Departmental Notice #1

Accounts

What you end up with

Two state accounts, one schedule each.

  • A SUTA account with DWD, managed in Uplink ESS.
  • A DOR withholding account, filed and paid electronically through INTIME.
  • A WH-1 filing schedule based on your average monthly withholding.

Pitfalls

Indiana mistakes to avoid

Timing and counties cause most problems.

  • Waiting for the first quarterly report to register with DWD. Start after your first payroll; late reports bring interest and penalties.
  • Using the wrong county. County tax follows where the employee lived on January 1, not where they moved later in the year.
  • Skipping zero returns. Once registered, you still file WH-1 and WH-3 for each period even with no tax due.
  • Filing on paper. SUTA reports and payments must be electronic, and withholding must be filed and paid electronically unless DOR grants an exemption.
  • Missing new hires. Unreported new hires can bring a $25 fine per employee.

Related duties

Other Indiana employer obligations

These start with your first hire.

  • Workers' compensation. The law requires most businesses to have it, and employees are covered from their first day on the job. See the Worker's Compensation Board.
  • Owners and officers. Sole proprietors, partners and LLC members or managers are not covered unless they elect coverage. A corporate officer with an ownership interest can opt out by filing a notice with the insurer and the Worker's Compensation Board.
  • New hire reporting. Report newly hired or rehired employees within 20 days.
  • County rate updates. Departmental Notice #1 is revised during the year; the current edition is effective October 1, 2026.

  • More than $1,000 a month: early monthly, 20 days after the end of the month.
  • WH-3 annual reconciliation: due January 31.
  • DWD quarterly wage report: due April 30, July 31, October 31 and January 31, filed electronically.
