Quick answer

Massachusetts payroll tax registration at a glance

Massachusetts splits employer registration three ways. The Department of Unemployment Assistance (DUA) covers unemployment insurance through Unemployment Services for Employers. The Department of Revenue (DOR) covers income tax withholding through MassTaxConnect, and Paid Family and Medical Leave (PFML) contributions are also registered and paid in MassTaxConnect.

New employers pay a 2026 UI rate of 2.42% (6.08% in construction) on the first $15,000 of each employee's wages. PFML adds 0.88% of eligible wages for employers with 25 or more covered individuals, or 0.46% for smaller employers; up to 0.46% can be withheld from pay.

Registration steps

How to register in Massachusetts

DUA first, then MassTaxConnect for everything else.

  1. Register with DUA. On the Unemployment Services for Employers homepage, do not log in; select Register your Business. DUA emails next steps, and most registrations are processed immediately.
  2. Register with DOR in MassTaxConnect for withholding. DOR sets your filing frequency when you register, and new businesses must file electronically.
  3. Set up PFML in MassTaxConnect. All PFML account registrations and payments go through DOR's system.
  4. Collect Forms W-4 and M-4 from each new employee so Massachusetts withholding starts correctly.
  5. Report new hires to DOR within 14 days, including independent contractors paid $600 or more in the year.

Prepare

What to collect first

DUA asks for owner and officer details up front.

  • Legal business name, FEIN, entity type, and state and date of incorporation
  • Social Security number for each owner, corporate officer, partner or member
  • Principal business activity in Massachusetts
  • Details of any business you acquired
  • Headcount of covered individuals, which sets your PFML rate

Accounts

What you end up with

Three accounts across two portals.

  • A DUA employer account in Unemployment Services for Employers.
  • A DOR withholding account in MassTaxConnect with an assigned filing frequency.
  • A PFML account in MassTaxConnect for quarterly contributions.

Pitfalls

Massachusetts mistakes to avoid

Coverage and zero returns trip up new employers.

  • Leaving yourself off the workers' compensation policy. Corporate employers must cover owners who work for the company unless a corporate officer with at least 25% ownership files for an exemption.
  • Skipping a zero return. Anyone registered to withhold must file an annual report even with no Massachusetts tax withheld, and returns are always due on time.
  • Charging small-employer PFML at the large rate. Under 25 covered individuals, the employer share is optional.
  • Missing contractors on new hire reports. Contractors paid $600 or more in a year must be reported within 14 days.
  • Using the old portal for UI tax. Wage reports and contributions are filed in Unemployment Services for Employers.

Related duties

Other Massachusetts employer obligations

These start on day one too.

  • Workers' compensation. Required for all employers in Massachusetts regardless of hours or headcount, except domestic workers under 16 hours a week. LLC members, LLP partners and sole proprietors may exclude themselves. See DIA requirements.
  • New hire reporting. Within 14 days of the start of, or return to, employment.
  • PFML changes in 2027. Chapter 101 of the Acts of 2026 shifts employer contributions from medical leave to family leave starting January 1, 2027.
