Quick answer

Oklahoma payroll tax registration at a glance

Oklahoma uses two agencies. The Oklahoma Tax Commission (OTC) issues income tax withholding accounts through OkTAP. The Oklahoma Employment Security Commission (OESC) handles unemployment insurance (UI) tax through its Employer Portal and EZ Tax Express.

New employers pay 1.5% until they build at least four quarters of experience. For 2026, UI tax applies to the first $25,000 of each employee's wages. New hires are reported to OESC within 20 days.

Registration steps

How to register in Oklahoma

Two online registrations.

  1. Go to oktap.tax.ok.gov and click "Register for a Business." You do not need a username yet.
  2. Choose "Business Registration," answer the remote seller and wine shipper questions, then select only "register a new withholding account."
  3. Register with OESC for an unemployment tax account through its online portal. OESC is moving from EZ Tax Express to its new Employer Portal, with one sign-on for both.
  4. Report each new hire to OESC within 20 days of the employee's start date.

Pitfalls

Oklahoma mistakes to avoid

Most problems are missed returns and reports.

  • Leaving an account open without filing. A withholding return is due every quarter while the account is open; file a zero return or close it.
  • Missing the monthly switch. Once withholding tops $500 in a quarter, remittances become monthly.
  • Skipping a zero UI report. OESC quarterly reports are required on active accounts even with no wages. If one is not filed within 15 days of a Notice of Non-Receipt, experience-rated employers pay a $200 penalty plus 10% of contributions due, and reimbursing employers pay $20 a day, up to $200. Interest is 1% a month.
  • Forgetting a quick quitter. A new hire who leaves before the report is due must still be reported.

Related duties

Other Oklahoma employer obligations

These run alongside the tax accounts.

  • New hire reporting. Report every new hire to OESC within 20 days of the start date, online or on Form OES-112.
  • Workers' compensation. Most businesses must cover their employees.
  • UI poster. Post the Notice to Worker (OES-044) where employees can see it.
  • Annual statements. File W-2s, W-3s and 1099s with the OTC each year as applicable.
