Quick answer

Utah payroll tax registration at a glance

Utah splits payroll registration between two agencies. The Utah State Tax Commission handles income tax withholding, and you apply for that account on Taxpayer Access Point (TAP). The Department of Workforce Services (DWS) handles unemployment insurance (UI), registered on its own employer site.

New employers get a UI rate based on the average for their industry, and DWS assigns it at the end of the online registration. For 2026, UI applies to the first $50,700 of each employee's wages.

Registration steps

How to register in Utah

Get the EIN first, then the two state accounts.

  1. Get your federal EIN. The Tax Commission requires it before you register.
  2. Open your withholding account on TAP. Choose "Apply for a tax account(s) - TC-69," or go straight to the TAP Business Registration page.
  3. Create a DWS employer user account, then register the business for unemployment insurance. If you are already registered with other agencies and need only a UI number, DWS has a separate "Create a new UI account" option.
  4. Note your UI account number, PIN and rate. You receive them at the end of the online registration; the rate takes effect after DWS reviews it, and a status examiner finalizes the account.
  5. Collect a federal Form W-4 from each employee. Utah withholding is figured from the federal W-4 and the Utah tables.

Two agencies, two logins

Utah is simple to start and easy to under-file

The registrations are quick. The zero returns, reconciliation and rate review are where Utah employers slip.

Prepare

What to collect first

Have these ready before you open either portal.

  • Your federal EIN
  • An email address and password for the DWS employer account
  • A clear description of your business activity, since new employer UI rates follow your industry
  • Your first Utah payroll date and an estimate of monthly withholding, which sets your payment frequency
  • Details of any Utah business you bought, because a predecessor's unpaid contributions can follow the business
  • A federal Form W-4 for each employee

Accounts

What you end up with

Two numbers, two agencies.

  • A Utah withholding account with the Tax Commission, filed on TAP.
  • A Utah employer registration number and PIN from DWS. The PIN unlocks advanced access to the DWS employer site.
  • A new employer UI rate until you have one full fiscal year (July 1 to June 30) of wages, after which DWS calculates an earned rate.

New out-of-state contractors7.1%, unless they buy an existing business
UI rate range0.1% to 7.1%, plus a possible 1.0% delinquency surcharge

Withholding schedules (pay periods from June 1, 2026)Wages x 4.45%, less the allowed credits in Publication 14

Pitfalls

Utah mistakes to avoid

Most penalties come from missing returns, not missing tax.

  • Skipping zero returns. File a withholding return for every period, even with nothing withheld, or the Tax Commission estimates the tax.
  • Paying without filing. A payment without a return can draw a non-filing penalty.
  • Missing the reconciliation. File it for every year your account is open, even with no employees, as part of the fourth quarter return.
  • Taking UI tax out of pay. The employer pays the whole contribution, and deducting it from wages is penalized.
  • Filing the DWS report late. The penalty starts at 5% of the contribution due and climbs 5% for each further 15 days, up to 25%, never less than $25.

Related duties

Other Utah employer obligations

These sit beside the tax accounts.

  • New hire reporting. Report to DWS within 20 calendar days of the new employee's first day of work.
  • Workers' compensation. The Utah Labor Commission enforces coverage under the Utah Workers' Compensation Act. Check your coverage with the Labor Commission.
  • Household employees. Utah income tax may be withheld from a household employee's wages if both of you agree.
  • Late filers can face a bond. A history of filing or paying late can mean a $25,000 to $500,000 bond.

Filing calendar

Utah registration questions

How do I register for Utah payroll taxes?

Open a withholding account with the Utah State Tax Commission on Taxpayer Access Point (TC-69), and register separately with the Department of Workforce Services for unemployment insurance. Get your federal EIN first.

What is the 2026 Utah new employer unemployment rate?

There is no single rate. DWS assigns new employers a rate based on their industry's average benefit ratio, times the 1.10 reserve factor, plus the 0.1% social cost. New out-of-state contractors pay 7.1%.

What is the Utah UI wage base for 2026?

$50,700 per employee. Wages above that are reported but not taxed.

How often do I pay Utah withholding?

Monthly if you withhold $1,000 or more a month, quarterly if less, and annually if you file Schedule H or Form 944. Returns are quarterly either way, unless you file annually.

When are new hires due in Utah?

Within 20 calendar days of the employee's first day of work.

I am the only employee of my S corporation. What do I need in Utah?

If you pay yourself wages, you need the withholding account, and paid S corporation officers count as employment for Utah UI. A dedicated tax manager can complete the registration with you as part of our S corp payroll package.

Do I have to file if I had no payroll this quarter?

Yes. Both the Tax Commission and DWS expect a report every period while your account is open.

How is registration priced?

Most states issue two IDs, one for withholding and one for unemployment insurance. Pricing depends on the states and accounts involved. We'll quote it on a quick consultation.

Is this tax advice?

No. It summarizes official guidance from the Utah State Tax Commission, the Department of Workforce Services and the Utah Labor Commission. Ask your CPA or tax advisor about your own facts.
