Quick answer

Iowa payroll tax registration at a glance

Iowa employers usually open two accounts. The Iowa Department of Revenue (IDR) handles income tax withholding, and you register through GovConnectIowa at no cost once you have a federal EIN. Iowa Workforce Development (IWD) handles unemployment insurance, and you register at myIowaUI.org within 30 days of first paying wages in Iowa.

In 2026, unemployment tax applies to the first $20,400 of each employee's wages. Most new employers pay 1.000%, and new construction employers pay 5.400%. New hires go to the state's Centralized Employee Registry within 15 days.

Registration steps

How to register in Iowa

Two online registrations, then new hire reporting.

  1. Get your federal EIN from the IRS. IDR asks for it before you register.
  2. Register for withholding with IDR in GovConnectIowa, or file the Iowa Business Tax Permit Registration (78-005). There is no fee.
  3. Register with IWD at myIowaUI.org within 30 days of paying your first Iowa wages. Have your FEIN ready.
  4. Collect an Iowa W-4 (44-019) from each new hire and rehire within 15 days. If an employee doesn't turn one in, withhold at an allowance amount of zero.
  5. Report each new hire and rehire to the Centralized Employee Registry within 15 days.
  6. Watch for your filing instructions. Once you're registered, IDR sends information on how to file and pay.

  • An Iowa W-4 (44-019) from each new employee
  • Form 44-016 from Illinois residents who work in Iowa, if they claim the reciprocal agreement

Pitfalls

Iowa mistakes to avoid

Most problems come from missed dates and zero filings.

  • Registering with IWD late. The 30-day clock starts with your first Iowa wages.
  • Skipping zero filings. Enter zeroes on IDR returns when nothing was withheld, and file the IWD quarterly report even with no wages.
  • Missing the quarterly return as a monthly filer. Monthly and semimonthly filers still file one quarterly return each quarter.
  • Withholding the wrong state for Illinois workers. The Iowa-Illinois reciprocal agreement uses forms IL-W-5-NR and 44-016.
  • Late W-2s and 1099s. Forms with Iowa withholding are e-filed by February 15.

Related duties

Other Iowa employer obligations

These run alongside the tax accounts.

  • New hire reporting. Report new hires and rehires to the Centralized Employee Registry within 15 days, or by electronic transmissions 12 to 16 days apart. A rehire is someone returning after at least six consecutive weeks off the payroll. The registry is run for the Iowa Department of Health and Human Services, which hosts the Iowa HHS Employer Site.
  • Workers' compensation. Employers covered by Iowa's workers' compensation law must insure that liability with a carrier approved by the Iowa commissioner of insurance.
  • W-4 records. Keep Iowa W-4s on file for at least four years.

Filing calendar

Iowa deadlines after registration

  • Semimonthly filers (over $120,000 a year): payments by the 25th for the 1st through 15th and by the 10th of the next month for the rest, plus a quarterly return.
  • W-2s and 1099s: to employees by January 31; e-filed with IDR by February 15.
  • IWD quarterly reports and payments: by the last day of the month after each quarter, such as April 30 for the first quarter.

Does Iowa charge a fee to register for withholding?

No. The Department of Revenue says there is no fee for registering.
