Quick answer

Wisconsin payroll tax registration at a glance

Wisconsin uses two agencies. The Department of Revenue (DOR) issues your withholding tax number through Business Tax Registration, and online applications get a number within one to two business days. The Department of Workforce Development (DWD) runs unemployment insurance (UI) through its online New Employer Registration.

For 2026, the new employer UI rate is 3.05% (3.25% at $500,000+ taxable payroll); construction 2.50% (2.70%). It applies to the first $14,000 of each employee's wages and stays fixed for your first three calendar years.

Registration steps

How to register in Wisconsin

Two applications, both online.

  1. Apply for Business Tax Registration at tap.revenue.wi.gov/btr, or mail or fax Form BTR-101.
  2. Fill in every field. Leaving out your first date of withholding, your federal EIN or your estimate of tax to be withheld can delay processing.
  3. Pay the $20 registration fee. It covers two years, then a $10 renewal applies every two years.
  4. Register with DWD using its online New Employer Registration application.
  5. Collect Form WT-4 from every new employee for Wisconsin withholding.

Two agencies, two schedules

Wisconsin rewards a complete first application

Missing details slow the DOR number, and the frequency DOR assigns follows what you tell it.

Prepare

What to collect first

DOR and DWD ask for different details.

  • Your federal EIN
  • Your first date of withholding and an estimate of the Wisconsin tax you will withhold
  • Names and Social Security numbers of owners, partners, members or corporate officers
  • The date you first paid, or expect to pay, wages for work in Wisconsin
  • Whether you are an S corporation, since officers' compensation must be shown as wages
  • Details of any Wisconsin business you acquired

Accounts

What you end up with

Two numbers, each for its own agency.

  • A 15-digit Wisconsin withholding tax number (036-0000000000-00 format). It is different from your federal EIN and stays with you unless you close the account.
  • A filing frequency that DOR assigns from your application, and may change from January 1 if your withholding changes.
  • A DWD UI account, with a yearly rate notice (Form UCT-100B) usually in mid-October after your new employer years.

Pitfalls

Wisconsin mistakes to avoid

Most problems are missed reports, not missed tax.

  • Skipping a WT-6 when nothing was withheld. Quarterly, monthly and semi-monthly filers file a deposit report every period.
  • Waiting on the number to file. Not having your withholding number yet does not excuse late reports or deposits.
  • Using a common paymaster. Wisconsin does not allow it. Each corporation with its own EIN needs its own withholding number.
  • Filing UI reports on paper at 25 or more employees. Electronic filing is then required, and paper filing can bring a $25 penalty.
  • Late withholding. Willful neglect brings a $50 late fee ($150 for corporations taxed under subch. IV), plus a 5% a month negligence penalty up to 25%, and 18% a year interest.

Related duties

Other Wisconsin employer obligations

These run alongside the tax accounts.

  • Workers' compensation. Required on the day you hire your third employee, or once you pay $500 or more in gross wages in a calendar quarter (insure by the 10th day of the next quarter's first month). See DWD Worker's Compensation.
  • New hire reporting. Report to the State Directory of New Hires within 20 days.
  • Form WT-4 copies. Send DOR a copy when an employee claims more than 10 exemptions, or complete exemption while earning over $200 a week.
  • DWD paper reports end. DWD will stop mailing quarterly tax reports in 2027, so plan to file online.

Filing calendar

Wisconsin deadlines after registration

Your DOR frequency decides how often you file WT-6.

  • Monthly or quarterly WT-6: by the last day of the month after the period.
  • Semi-monthly WT-6: pay dates from the 1st to the 15th are due by the end of that month; pay dates from the 16th on are due the 15th of the next month.
  • Annual filers: no WT-6; report withholding on Form WT-7.
  • WT-7 annual reconciliation: January 31.
  • DWD quarterly contribution report: April 30, July 31, October 31 and January 31, moved to the next business day for a weekend or holiday.
