Quick answer

Nebraska payroll tax registration at a glance

Nebraska employers usually open two accounts. The Nebraska Department of Revenue (DOR) handles income tax withholding: you apply with the Nebraska Tax Application, Form 20, and DOR mails a withholding certificate with your Nebraska ID number. The Nebraska Department of Labor (NDOL) handles unemployment insurance, and you apply for an account number online at NEworks.

In 2026, unemployment tax applies to the first $9,000 of each employee's wages for most employers. New employers pay 1.25%, and new construction employers pay 5.40%. New hires go to the Department of Health and Human Services within 20 days.

Registration steps

How to register in Nebraska

Two registrations, then new hire reporting.

  1. Register before your first payroll. DOR says you must have a Nebraska income tax withholding number before you file any deposits or returns.
  2. Apply for a withholding number with DOR on the Nebraska Tax Application, Form 20 (DOR's Register a Business page has the online application). DOR mails your Nebraska Withholding Certificate and sets you up to e-file Form 941N.
  3. Apply for an unemployment account with NDOL online at NEworks.nebraska.gov. NDOL then decides whether you're liable.
  4. Collect Form W-4N from employees who complete a federal Form W-4. If one isn't turned in, withhold at the single rate with no allowances.
  5. Report each new hire and rehire to the Department of Health and Human Services within 20 days.
  6. Watch for your filing frequency. Most employers file Form 941N quarterly; very small withholders may be assigned annual filing.

Pitfalls

Nebraska mistakes to avoid

Most problems come from missed dates and late reports.

  • Waiting to open the NDOL account. Every employer that begins operations and employs people must file the application, even before liability is clear.
  • Missing monthly deposits. If withholding for the first or second month of a quarter is more than $500, you deposit that month by the 15th of the next month.
  • Filing NDOL reports late. Reports filed after the 10th day of the second month after the quarter carry a penalty of 0.1% of gross wages, at least $25 and up to $200.
  • Skipping a quarter. Employers missing quarterly reports when rates are figured in late November get the highest rate for the next year.
  • Skipping zero returns. Form 941N is due for every reporting period, even when you had no withholding to report.

Related duties

Other Nebraska employer obligations

These run alongside the tax accounts.

  • New hire reporting. Report new hires and rehires to the Department of Health and Human Services within 20 days after the date of hire or rehire, or in two monthly electronic transmissions 12 to 16 days apart. NDOL's employer guide points employers to the Nebraska State Directory of New Hires at newhire-reporting.com.
  • Workers' compensation. Most Nebraska employers must have workers' compensation insurance; exceptions are listed in Neb. Rev. Stat. 48-106.
  • Electronic filing. Employers with payroll over $100,000 in either of the two previous years are expected to file and pay NDOL reports electronically, and employers with more than 50 W-2s must e-file them with DOR.

Filing calendar

Nebraska deadlines after registration

Electronic filing is encouraged for everything.

  • Form 941N (quarterly filers): by the last day of the month after each quarter.
  • Monthly deposits (Form 501N or electronic payment): by the 15th of the next month when withholding for the first or second month of a quarter is more than $500.
  • Annual filers: DOR may assign annual filing when withholding is $500 or less a year; the return is due January 31.
  • Form W-3N and state copies of W-2s and 1099s: due January 31 (next business day if it falls on a weekend).
  • New withholding tables: DOR's 2026 Circular EN tables apply through December 31, 2026; the 2027 tables start January 1, 2027.
  • NDOL Combined Tax and Wage Reports: by the last day of the month after each quarter (April 30, July 31, October 31 and January 31).

Nebraska registration questions

How do I register for Nebraska payroll taxes?

Apply for a withholding number with the Nebraska Department of Revenue on Form 20, and apply for an unemployment insurance account number with the Nebraska Department of Labor at NEworks.nebraska.gov.

Do I need an NDOL account before I'm liable?

NDOL says every employer that begins operations in Nebraska and employs people must file the application, even if it may not be liable. NDOL then makes the liability decision.

What is the Nebraska new employer unemployment rate?

For 2026 it is 1.25% for non-construction employers and 5.40% for construction employers, applied to the first $9,000 of each employee's wages.

How fast must I report new hires in Nebraska?

Within 20 days after the date of hire or rehire, or through electronic transmissions 12 to 16 days apart.

How often do I file Nebraska withholding?

Most employers file Form 941N quarterly. If withholding for the first or second month of a quarter is more than $500, you also make a monthly deposit by the 15th of the next month. Employers withholding $500 or less a year may be assigned annual filing.

What if an employee doesn't give me Form W-4N?

When an employee completes a federal Form W-4 but doesn't submit a Nebraska Form W-4N, withhold at the single rate with no withholding allowances.

I am the only employee of my S corporation. What do I need in Nebraska?

If you pay yourself wages, you need the withholding number. NDOL counts pay to corporate officers, including S corporation officers, as reportable wages, so the unemployment account generally applies too. A dedicated tax manager can complete the registrations with you as part of our S corp payroll package.

How is registration priced?

Most states issue two IDs, one for withholding and one for unemployment insurance. Pricing depends on the states and accounts involved. We'll quote it on a quick consultation.

Is this tax advice?

No. It summarizes official guidance from Nebraska state agencies. Ask your CPA or tax advisor about your own facts.
