Quick answer

Missouri payroll tax registration at a glance

One online application covers both Missouri payroll accounts. The Department of Revenue (DOR) and the Division of Employment Security (DES) run a combined New Business Registration for withholding tax and unemployment tax, and DOR asks you to allow 2 to 3 business days for processing.

For 2026, new employers in most industries pay a 2.376% unemployment rate on the first $9,000 of each worker's wages. Your DOR filing frequency starts from your own estimate of future withholding.

Registration steps

How to register in Missouri

One application, then a determination by mail.

  1. Start the combined New Business Registration for withholding and unemployment tax. Keep the confirmation number it gives you.
  2. Estimate your withholding honestly. DOR assigns a new employer's filing frequency from that estimate, and you must tell DOR if it does not match the statutory test.
  3. Watch the mail from DES. A liable employer gets a written determination with its tax rate, account number and any quarterly reports to complete.
  4. Collect Form MO W-4 and send DOR a copy within 20 days of each hire.
  5. Report new hires to the state registry within 20 calendar days of the hire date.

Prepare

What to collect first

Your withholding estimate matters more than it looks.

  • A federal EIN, which you may need for registration
  • Your first Missouri payroll date and quarterly wages
  • A realistic estimate of monthly withholding
  • Details of any Missouri business you acquired
  • Whether any work is construction, which changes the workers' compensation threshold

Accounts

What you end up with

Two accounts from one application.

  • A Missouri Tax I.D. Number for withholding, which is permanent and not transferable.
  • A DES employer account with your tax rate in the determination of liability.
  • An assigned MO-941 frequency, reviewed by DOR each year.

Pitfalls

Missouri mistakes to avoid

Frequency and zero returns cause most problems.

  • Skipping zero returns. Every employer with an active withholding account files Form MO-941 even with no tax to report.
  • Ignoring a frequency mismatch. If your assigned frequency differs from the statutory test, notifying DOR is your job.
  • Deducting UI tax from pay. No part of the contributions can come out of a worker's wages.
  • Leaving people out of the workers' compensation count. Part-time workers count, and corporate officers are employees.
  • Filing the UI report late. Interest starts the day after the due date, and penalties follow.

Related duties

Other Missouri employer obligations

These run alongside the tax accounts.

  • Workers' compensation. Required at five or more employees, or one or more in construction. Sole proprietors and partners are not covered unless they elect it, while LLC members are presumed covered unless they opt out. See the Division of Workers' Compensation.
  • New hire reporting. Within 20 calendar days; an intentional failure can bring a fine of up to $25.
  • Minimum wage: $15.00 an hour in 2026. Tipped employees must get at least $7.50 an hour plus tips reaching $15.00. Retail and service businesses with annual gross income under $500,000 are not required to pay the state rate.
  • Electronic UI filing. Employers with 50 or more employees must file DES reports electronically, online at uinteract.labor.mo.gov.

Filing calendar

Missouri deadlines after registration

MO-941 timing follows how much you withhold.

  • Quarter-monthly MO-941: over $9,000 withheld per month, paid electronically.
  • Monthly: $500 to $9,000 per month.
  • Quarterly: $100 per quarter to $499 per month. Annual: under $100 per quarter.
  • DES Contribution and Wage Report: filed and paid by the last day of the month after each quarter; a Saturday, Sunday or holiday moves it to the next working day.
  • First report: newly subject employers get a 30-day extension from the date of the liability notice.
