Quick answer

Maine payroll tax registration at a glance

Maine employers usually complete three registrations. Maine Revenue Services (MRS) handles income tax withholding through the Maine Tax Portal. The Maine Department of Labor (MDOL) handles unemployment insurance, and Maine Paid Leave collects paid family and medical leave premiums. MRS says you must register directly with MDOL for both.

In 2026, unemployment tax applies to the first $12,000 of each employee's wages, and new employers pay a combined 2.54%. New hires go to Maine DHHS within 7 days.

Pitfalls

Maine mistakes to avoid

Most problems come from missed reports.

  • Registering only with MRS. The unemployment and Paid Leave registrations are separate, directly with MDOL.
  • Skipping zero returns. An active withholding account files every quarter, even with no employees or withholding.
  • Reporting new hires late. Maine's deadline is 7 days, shorter than most states.
  • Paying UI contributions late. The contribution penalty is 1% of unpaid contributions per month, up to 25%.

Related duties

Other Maine employer obligations

These run alongside the tax accounts.

  • New hire reporting. Report new hires and rehires to Maine DHHS within 7 days. More than 25 at once must go electronically. Independent contractors are reported once you expect to pay $2,500 in a year.
  • Paid family and medical leave. Premiums and wage reports are due 30 days after each quarter ends, through the Paid Leave Portal.
  • Workers' compensation. Every private employer must secure coverage for its employees, by policy or self-insurance, with limited exceptions.
  • Electronic filing. Withholding returns are filed electronically, and W-2s go electronically through the Maine Tax Portal once you meet the federal e-file requirement.

Filing calendar

Maine deadlines after registration

  • Form ME UC-1 and UI contributions: April 30, July 31, October 31 and January 31.
  • Paid Leave wage reports and premiums: 30 days after the end of each quarter.
  • New hire reports: within 7 days of hire.

Check with MDOL on the unemployment account for your officer pay. A dedicated tax manager can complete the registrations with you as part of our S corp payroll package.
