Quick answer

Vermont payroll tax registration at a glance

Vermont employers register for withholding with the Department of Taxes in myVTax, and for unemployment insurance with the Vermont Department of Labor (VDOL) in Employer e-Services. Withholding needs its own business tax account, separate from sales or meals and rooms tax.

Employers also pay the Child Care Contribution, a 0.44% payroll tax on Vermont wages. In 2026 unemployment tax applies to the first $15,400 of each employee's wages, the new employer rate for most employers is 1% beginning July 1, 2026, and new hires are due within 10 days.

Pitfalls

Vermont mistakes to avoid

Most problems come from setup gaps.

  • Skipping the Child Care Contribution. It is a separate 0.44% payroll tax, not optional withholding.
  • Using only the federal W-4. Employers should also collect a W-4VT.
  • Filing on paper when you can't. Semiweekly payers, payroll services and 10 or more W-2s must file and pay electronically.
  • Late new hire reports. Vermont's deadline is 10 days, shorter than most states.

Related duties

Other Vermont employer obligations

These run alongside the tax accounts.

  • New hire reporting. File within 10 days of the first day work is performed, including rehires separated at least 60 consecutive days.
  • Workers' compensation. Vermont law says employers "shall secure compensation" for their employees.
  • Officers and UI. Whether paid corporate officers are covered is a question to check with VDOL.

Filing calendar

Vermont deadlines after registration

Withholding and UI run on separate schedules.

  • Form WHT-436: at the close of each quarter, for all filers

  • Quarterly Wage and Contribution Report: April 30, July 31, October 31 and January 31
  • New hire reports: within 10 days
